Ambulance...

On my way home, I saw an ambulance with the siren on but was blocked by the traffic. Later, along the way, the ambulance put off the siren and slowly followed the traffic. I have had this thinking for quite some time, but couldn't find the answer.

1. Why don't the road law put a high priority for "life and death" vehicles such as police car, fire engine, and ambulance?

2. Why after experiencing traffic jam, the ambulance driver switch off the siren? By doing this, it gave me an impression that the driver abused the siren usage.

3. Why are there many cars tailgating the ambulance? I encountered a car that after giving way to the ambulance, it forced itself to get back to the lane and tailgated the ambulance. Would they do the same if it's a police car?
